CITIIS 2.0 – Renforcer la prise en compte du genre dans le programme – INDE – Strengthening Gender Mainstreaming – CITIIS Program

L’AFD (Agence Française de Développement) associée au MOHUA (Ministère Indien du Logement et des Affaires Urbaines), a sollicité à GENRE ET VILLE pour développer une recherche et créer un dispositif exhaustif pour renforcer l’approche genre dans le programme CITIIS. Genre et Ville s’est associée à Dharmistha Chauhan, consultante spécialiste du genre, en tant qu’experte locale pour ce projet.

Afin de renforcer l’intégration du genre dans les deux phases du programme CITIIS, l’objectif de l’étude est d’évaluer la première réalisation de CITIIS 1.0 et par conséquent de développer une approche intégrée et des lignes directrices à mettre en œuvre au niveau des projets et des programmes dans CITIIS 2.0. Les conclusions de cette étude permettront de définir la notation DAC pertinente à la fin du processus d’évaluation de CITIIS 2.0.

Le ministère du Logement et des Affaires urbaines du gouvernement indien a lancé le programme CITIIS en mars 2018 en collaboration avec l’Agence française de développement (AFD), l’Union européenne et l’Institut national des affaires urbaines (NIUA) afin de fournir une assistance financière et technique aux SPV de villes intelligentes pour la mise en œuvre de projets d’infrastructures urbaines innovantes. Dans la première phase, 67 propositions de projets ont été soumises dans le cadre du défi CITIIS et finalement, 12 projets à travers 12 SPV ont été sélectionnés en mars 2019 pour recevoir l’assistance financière à hauteur de 800 Crores INR et un programme d’assistance technique sur mesure par le biais d’experts nationaux et internationaux.

Le MoHUA, en collaboration avec l’AFD, la KfW, l’Union européenne et la NIUA, conçoit actuellement la DEUXIÈME PHASE du programme CITIIS, intitulée CITIIS 2.0. Cette consultation à l’échelle nationale a pour but d’obtenir les contributions de tous les SPV des villes intelligentes pour la conception du programme CITIIS 2.0.

Le « Programme de financement des projets Smart City par un processus de Challenge » est un programme de trois ans, financé par l’Agence française de développement (AFD) et soutenu par l’Union européenne (UE).

Ce programme vise à mettre en place un instrument complémentaire à la mission « villes intelligentes » pour fournir une incitation financière et un soutien technique à des projets démonstratifs sélectionnés par un processus compétitif. Il soutient les projets en quête d’excellence et développe la capacité des organismes locaux urbains à mettre en œuvre des projets urbains intégrés. Elle développe également des activités d’apprentissage par les pairs et la coopération entre les villes intelligentes afin d’améliorer la capitalisation des meilleures pratiques au niveau de l’État et du pays.

Quatre valeurs sont au cœur du programme CITIIS : durabilité, innovation, participation et pertinence. La participation est particulièrement importante car CITIIS se veut un programme inclusif dans lequel les citoyens contribuent à la préparation des projets.

L’AFD a demandé à GENRE ET VILLE de développer une recherche et un dispositif exhaustif pour renforcer l’approche genre dans le programme CITIIS.

AFD (French Development Agency) and MOHUA Ministry of Housing and Urban Affairs, have sollicited GENRE ET VILLE to develop a comprehensive research and framework to reinforce gender in the CITIIS program. Genre et Ville has partnered with Gender Specialist Consultant Dharmistha Chauhan as domestic expert on this project.

In order to reinforce gender mainstreaming in both phases of the CITIIS program, the objective of the study is to assess the first realization of CITIIS 1.0 and consequently to develop an integrated approach and guidelines to be implemented at project and program level in CITIIS 2.0. The conclusions of this study will allow to define the relevant DAC notation at the end of the appraisal process of CITIIS 2.0.

Ministry of Housing & Urban Affairs, Government of India launched the CITIIS program in March, 2018 in collaboration with the French Development Agency (AFD), European Union and National Institute of Urban Affairs (NIUA) to provide financial and technical assistance to smart city SPVs for implementing innovative urban infrastructure projects. In the first Phase 67 project proposals were submitted under the CITIIS challenge and finally, 12 projects across 12 SPVs were selected in March, 2019 for receiving the financial assistance to the tune of INR 800 Crores and a tailor-made technical assistance program through national and international experts.

MoHUA in collaboration with AFD, KfW, European Union and NIUA is currently designing the SECOND PHASE of CITIIS program titled as CITIIS 2.0. This nation-wide consultation is for inputs from all the Smart City SPV’s in designing the CITIIS 2.0 program.

The ‘Program to fund Smart City projects through a Challenge Process’ is a three-year program, financed by the French Development Agency (AFD) and supported by the European Union (EU).

This program aims at putting in place a complementary instrument to the smart cities mission to provide a financing incentive and technical support to demonstrative projects selected through a competitive process. It supports projects looking for excellence and develops the capacity of Urban Local Bodies to implement integrated urban projects. It also develops peer-learning activities and cooperation between smart cities to enhance the capitalization of best practices at state and national levels.

Four values are at the core of the CITIIS program: sustainability, innovation, participation and relevance. Participation is particularly important as CITIIS is intended to be an inclusive program in which citizens contribute to the preparation of the projects.
